Skirt shown inside-out. Elastic was overlapped and stitched to form a loop, then stitched onto the right side of the skirt.

I shortened a purchased skirt by cutting off the elastic casing. I also narrowed the skirt by 15" and added a purchased bias tape to form an elastic casing.
Marco Polo inspected the skirt and wagged his tail with approval.
