Then you need to fix the environment, not indulge in victim blaming and cycling-"dangerising" by tut-tuting at anyone who dares to take to their bicycle in their normal clothing sans futile safety-equipment. That's a pretty clear lesson from the Netherlands, where KSI rates for cycling are on a par with just London in the UK, despite the Netherlands having far more cycling and pretty much 0 use of safety equipment. I.e. safety equipment clearly is NOT a pre-requisite for safe cycling, indeed its promotion probably damages cycling safety by shifting the focus away from the environment and puts ordinary people off cycling - making things worse for the remaining cyclists).
