It looks like a factory or a library. I guess the structure off to the right is the printing mill?
That is some serious security! What is the deal with the ugly little air conditioning unit on top? Certainly they could have located that behind the building or maybe construct a little fence around it to hide it from street view? How tacky!
From a distance it looks like a colorful prison. The caged structure on the left is the parking garage.
