The hover-over hotspot is located top-center, right under the address bar.
Hovering over the hotspot opens the hover shelf. The thumbnails rescale depending on the number of tabs.
Here we see a shelf with many more thumbnails, and so the size of each is scaled down. The currently active page/thumbnail has a special bounding box assigned (as seen in the top left example).
Hovering over a thumbnail scales the thumbnail to a larger size, also revealing the full URL.
Thumbnails can be dragged and dropped. Here we see a drop indicator as a vertical line at the drop point.
This is the view after the drop. Resorting of the tabs occurs based on the following rule: the dropped thumbnail -pushes- other thumbnails out of the way, which then slide over to take up the newly emptied space from the original thumbnail.

Here we see the user hovering over a selected thumbnail, causing it to blow up larger. The user has not yet clicked the thumbnail.
On click, the styling changes.
The page is loaded in the background, and the bounding box which indicates the active thumbnail is now bestowed upon the clicked thumbnail in the hover shelf.
User moves mouse cursor out of hover shelf area, the shelf hides.
