54 unit multi-level (ground floor parking with three living floors). Trail system integrated to include path below Norfolk Ave. which could connect with Blaine St. and the Veterans Memorial Park. This also would connect to trail along First Street and the north side of the riverfront. Although not shown well is some kayaking diversion barriers below the dam spill way. These generate changes in the water flow to support kayaking activities. This supports the evacuation of Nebraska Ave. so the public can more easily gain access to the water and portage watercraft.
This multi-family housing complex with green space, trails, North Fork crossing bridge and an off set pedestrian crossing (island for a safe zone) at First Street. Entrance from the south is at 2nd Street and Braasch Ave. with a divided street entrance and then a triangle park with connection to housing complex on the north side of the North Fork. This trail connects downtown with historic Johnson Park and the future trails system along the greenway.

This potential multi-family housing complex in downtown Norfolk supports the economic feasibility study that wasn't funded as part of the NorthFork Riverfront Development Project Master Plan. The preliminary housing analysis supports this type of development in the downtown district with home sizing and pricing.
