Each witness had 5 minutes to present a synopsis of their longer written testimony, which had been delivered to committee members the previous day. This was followed by questions from committee members.

A staff member told us that the turnout by committee members was much better than we might conclude from the empty chairs. Usually far fewer members attend hearings, and often only the committee chairman.
