Patrick Osodo, Program Manager, Norwegian People's Aid (NPA), opened the Apps4Africa Conference, Kigali 27th July 2010
His role was to help people/citizens become more engaged through effective Agency - citizens can participate in society.
Citizens need to (1) get access to information, (2) opportunity to express their views, (3) take initiatives - (4) expose themselves
He called on citizens to develop ICT apps to solve their problems

Ideas Breakout Session: Groups were formed and ideas on mobile ict apps were brainstormed. Short presentations by each group were made to the Conference about their ideas.
