The Brisbane Skyline/Central Business District. Underneath those highway piers is an extensive network of bike paths, claimed to be 500k of them. We saw them being used by all manner of cyclists.
You're looking at just one of several bike/pedestrian bridges across the river. These are not narrow bridges like the one over 280 in Sunnyvale, but feature very wide pavement with separate walking & cycling areas.
