Valerian dioica; i've only seen this in a couple of places, but i'd guess widespread, occasional; not flashy, so easy to miss if not close-up, and out of flower; flowers easily mistaken from a distance for the ubiquitous Achillea (though that peaks later) or one of the several common 'parsleys' though local species are taller than this; foliage is distinctive..

another nice habitat a couple of miles farther up--slough (damp to wet meadow/grass and small woodies which will close in if left ungrazed/bulldozed) on both sides of the road, with a small lake/pond farther back; late summer there are interesting species at the roadsides, not much yet at this time; hoping to get back there soon (typing this aug 25, bike repairs have kept me out of the field)
