1. Short trips for most people; so standing shouldn't be that much of a problem.
2. Getting off and on would be easier with lots of space considering there will a lot of rush.
3. Can accommodate more people this way.
4. Easier for wheelchairs and baby strollers (this could be a reason in US or Europe but I doubt this would have been a factor in India)
